Research On The Path Of Local Government Governing International Communities

With the proposal of the "One Belt,One Road" initiative,China's opening up to the outside world has entered a new era.The good political and economic environment has attracted many foreigners to enter China.According to the China Entry and Exit Administration,foreigners entered the country for more than 90 million for the first time in 2018.The number of foreigners entering the country totaled 95.3 million person-times,including a large number of staffs and students studying in China.Due to the need to live in China,cities with a large number of foreigners such as Beijing,Shanghai,Hangzhou,and Guangzhou have gradually formed an international community with relatively concentrated foreign residents.On the one hand,the emergence of internationalized communities has gathered more advantageous resources for urban development,and on the other hand,it has brought new challenges to community governance.How to improve the sense of identity and belonging of foreigners living in China through an effective international community governance path,and then transform the superior resources into external driving forces to promote urban economic and social development,and become a research topic with practical significance.In 2014,Beijing proposed the construction of “four centers” including international exchange centers.The international community is the frontier for promoting community governance and gathering international talents.The international communities of Shunyi District,different from Haidian,Chaoyang and other districts,are mainly high-end communities.The foreign residents living in Shunyi District have the characteristics of high stability,high income level,wide nationality distribution and diversified work fields,which can provide more possible sample support for international community governance path research.Based on the above two points,this paper takes the Shunyi District of Beijing as an example,through the questionnaires and other research methods,systematically analyzes constraints of international community governance in Shunyi District.Using the international community governance models and useful practices in and out of China for reference,combining with the actual situations in Shunyi District,this paper proposes that local government should change the concept of governance,and establish a new model of international community governance,which is focus on government guidance,community autonomy,multi-participation,and social supervision,and strengthen coordination among government departments to coordinate planning for infrastructure,improve the public service policy system,smooth the channels of multiple participation in international community governance,improve the level of international community governance,and then improve the level of regional internationalization.
