In order to seek and consolidate its dominant position in the fields of international politics,economic system and human rights,the United States often uses human rights as a tool of foreign policy.By publishing the so-called Country Report on Human Rights,the United States commented and accused other countries,confusing and misleading public opinion,ignoring the achievements of other countries,especially developing countries,in economic development and social progress.The scope of the Country Report on Human Rights covers personality rights,civil liberties,political participation,government transparency,attitudes toward international and civil organizations investigating allegations of human rights,social discrimination,labor rights,etc.China is one of the key targets of the attack.In the face of the refutation and discontent of most countries in the international community,the United States still persists in unilaterally politicizing the issue of human rights.This practice of abusing the international discourse power and human rights does not conform to the non-political,non-selective and non-confrontational trend in the field of human rights.It runs counter to the vision of the international community to build a community of shared future for mankindAs a political tool for the United States to undermine the image of other countries and seek its own strategic interests,the Country Report on Human Rights lacks objectivity in its evaluation content and accuracy extremely.This paper takes the Country Report on Human Rights in 2017 as the main analysis sample.The first three parts reveal the hegemonic practices of the United States using human rights as a political tool.They summarize and analyze the hypocritical attitude and specific practices of the multiple standards adopted in the Human Rights Country Report,and find out the reactions and evaluations of other countries to the Human Rights Country Report.The fourth part reiterates China's position on the US unilateralism and shows China's attitude.The first section of this paper outlines the origin of the Country Report on Human Rights.It introduces the emergence and development of the Country Report on Human Rights,and explains the role,purpose,structure and composition of the Country Report on Human Rights.The second section of this paper analyzes in detail the specific practices of the Country Report on Human Rights,such as citing false materials to support the report,deciding the evaluation results by the relationship with the United States,and using the human rights country report to interfere with the sovereignty of other countries.On the basis of comprehensive analysis of the first two section and combined with other countries' dissatisfaction with the Country Report on Human Rights,the third section of this paper is the author's summary and evaluation of the Country Report on Human Rights.It points out that the report exempts the United States itself as the object of assessment,and indicates the report lays particular emphasis on individual cases which ignores that too little reference to statistical data is unscientific.Finally,the fourth section of this paper is China's attitude and response to the Country Report on Human Rights.The specific performances are as follows: On the one hand,China never actively attacks the human rights situation in the United States,but only responds to the unprovoked accusations from the United States in a timely manner,and clarifies the facts and the truth to the public and the international community.On the other hand,in the international governance of human rights,China advocates dialogue and exchanges on the basis of equality and mutual respect and promotes international cooperation within the framework of the United Nations.In conclusion,the United States should stop politicizing human rights,and replace it with constructive dialogue and cooperation based on equality and mutual respect.Together with China,the United States should build a community of human destiny to provide strong support for the sound development of human rights in the world.
