An Analysis On The Implementation Of Rural Tourism Poverty Alleviation Policy In Liupanshui

With the rural tourism poverty alleviation policy continuing to proceed,the income of poor households will draw attention from people in all places,also the CPC Party's Central Committee and the provincial government attaches great importance to this problem.Therefore,it is of great practical and theoretical significance to explore the difficulties in the implementation of rural tourism poverty alleviation policy and its influencing factors to protect the vital interests of poor farmers and improve the implementation of poverty alleviation policies in rural areas.The author analyzes and studies through the specific circumstances of rural tourism poverty alleviation policy implementation in Liupanshui,and found out the following problems:Firstly,policy awareness is low,and the integration ability is poor.Secondly,the guidance of tourism cooperatives and industry associations is weak.Thirdly,industrial layout is irrational and extensive development.Finally,poverty alleviation effect is slowed down,leakage for poverty alleviation situation appear frequently.These four problems have led to the fact that the poverty alleviation effect of Liupanshui rural tourism is not significant.This research uses the Smith policy implementation model to carry on the thorough analysis,the reasons of the above four problems are the policy is imperfect,the policy continuity is insufficient and the policy development is lagging behind;The lack of capacity of the implementation of the main policy,the tourism development company's supervision is not in place,ignoring the role of tourism professional cooperatives and industry associations,the awareness of rural tourism is not in place;The cultural level of the target group is not high,the concept of thinking is lagging,the villagers do not understand and public surveillance is inattentive.The obstacles in politics,economy,culture and society during the policy implementation environment.Combined with the specific situation in Liupanshui,the paper gives the following measures to optimize the implementation of rural tourism poverty alleviation policy in Liupanshui around four factors put forward by Smith's Policy Implementation Model.Firstly,in view of the policy itself,it is important to realize scientific policy,improve related policies and laws and regulations;Secondly,in view of executive main body,to strengthen the quality and ability of executive main body training,increase the company's regulation on tourism development,refining its social responsibility,emphasis on tourism industry associations and professional cooperatives guidance,strengthen the understanding of cadre people in rural government of rural tourism;Thirdly,from the target groups to consider,optimizing policy advocacy,improving the awareness of the masses policy,increasing the efforts of poverty alleviation through education,cultivating high quality new farmers,enhancing the villagers' understanding of rural tourism and achieving the normal construction of mass supervision.Finally,from the point of policy implementation environment,to expand the villages and towns tourism human resources,straighten out the grass-roots work,we will continue to increase tourism scenic spot of publicity,increase capital investment,perfect rural infrastructure.This thesis aims to provide assistance for the development of poverty alleviation and development of rural tourism in Liupanshui City,and provide experience for the development of rural tourism poverty alleviation throughout the country.
