Research On The Text Of Public Policy Of Rural Tourism In China Based On Three-dimensional Quantitative Perspective

With the improvement of social living standard and people’s consumption demand,tourism is booming day by day.The rapid urbanization process has brought many problems called “urban diseases”,such as environmental pollution and overcrowding.People’s desire for a benign ecological environment and the pursuit of inner peace give rise to the development opportunity of rural tourism.Rural tourism emerged in China in the 1970 s and 1980 s,and the national policies provided important support for its development,provided direction and resource support for rural tourism,and also provided a good starting point for the study of rural tourism with public policies.This paper takes the national rural tourism public policy from 2006 to 2019 as the research object,uses the bibliometric method to analyze the external characteristics of197 policy samples collected,and uses the content analysis method to analyze the internal coding of 301 analysis units.The purpose is to find out the problems existing in the current policy system and explore solutions,so as to improve the public policy and then promote the development of rural tourism and the implementation of Rural Revitalization Strategy.The results show that: in terms of external characteristics,the number of rural tourism public policies fluctuates with the year.Especially after 2015,the number of policies is large and rising rapidly;The main body of policy-making has strong independence and low coordination;The types of policies are more diverse,but there are some deficiencies in laws and other policy types.In terms of content analysis,the structure of policy tools is unbalanced,and supply-oriented policy tools are overused while demand-oriented policy tools are scarce on the whole.At the same time,the internal distribution of supply-oriented and demand-oriented policy tools is obviously uneven,and the combination effect of the tools is difficult to play effectively;the policy attention of rural tourism consumption industry chain is low,and the tool allocation is not high;the policy pays more attention to the economic and social goals of rural tourism,while the ecological,cultural and governance goals are not paid enough attention.In view of the above problems,this paper puts forward corresponding policy suggestions,including: to improve the scientific structure of policy system by supplementing normative documents and other measures;Strengthen the overall coordination among policy subjects by strengthening top-level design and overall strategic planning.To optimize the policy mix structure by reducing facilities and equipment and strengthening information support.Strengthen the policy support of consumption industry link by strengthening value propaganda and supporting measures;The policy guiding force of multiple targets can be balanced by strengthening the consciousness of target balance.Multi-measures and multi-force cooperation will be adopted to promote the improvement of the public policy system and help the development of rural tourism.
