China Border Land Governance Performance Evaluation Research

Borderland is a very important and special area of a nation, which has particularity of different from the mainland embodied in geography, history, culture, economic status and nationality composition, etc. People's knowledge about this area is not fixed, and changes along with the evolution of history. Due to the particularity of the borderland, there exist some special problems different from mainland. The special borderland problems will directly affect the borderland and national unity, security, stability and prosperity. The problems of borderland need to be solved by borderland governance. Borderland governance is using state power solving borderland problems by mobilizing social other organizations.mobilizing the state and society resources. The subject of the borderland governance should be central government, local government and borderland area social organization, which is a three-dimensional structure. But due to the limitation of developmental level of our country's social organizations and political system, the subject of broderland governance is stil government at present. Different border areas has different borderland governance performance. We establish the borderland governnace performance evaluation system to quantitative analysis performance of border area government and find the problems in the process. Follow the guidance and principle of performance evaluation, we learn from public sector performance evaluation methods and techniques, establish the borderland governance performance evaluation model. Then we evaluate yunnan province. Through the analysis of the performance evaluation process of yunnan, we find out the borderland governance problem, and then attempts to give improvement suggestion.This paper mainly divided into four parts:The first part, introduces the historical evolution of the borderland, concept connotation and denotation, puts forward borderland problem, define the concept of borderland governance, discuss the the ideal formation and realistic formation of borderland governance subject. And expounds the importance of the borderland governance.In the second part, Follow the guidance and principle of performance evaluation, using various methods, we establish the index, index weightmeasures of reference standards of borderland governance performance evaluation system, construct the borderland governance performance evaluation system, and explains the evaluation calculation method.The third part. Based on questionnaire survey and data collecting statistics method, get index data of yunnan province, evluate yunnan borderland governance performance.The fourth part. According to yunnan borderland governance performance evaluation process and result, analyzes and discusses the problems and defects, and attempts to provide suggestion.
