Since the 18 th CPC national congress,with the transformation of government functions and the deepening of institutional reform,human resource management in party and government organs has achieved a breakthrough.As the backbone of the management and operation of primary party and government organs,grass-roots party and government cadres directly affect the implementation of national policies,the smooth progress of institutional reform and the development of national undertakings.In the human resource management of party and government organs,the incentive mechanism plays a role in stimulating the enthusiasm of grass-roots party and government cadres and mobilizing the work motivation of grass-roots party and government cadres.Therefore,the incentive mechanism of grassroots party and government cadres has become a key issue that cannot be ignored.Since the deepening of reform by the party and the government,the party and government organ of Beibei district in Chongqing has closely followed the pace of reform by the party and the government,actively implemented the relevant national policies,and continuously strengthened the optimization and improvement of incentives for grassroots party and government officials in Beibei district according to the organizational restructuring contents.Although in recent years,the encouragement mechanism of grassroots party and government officials in Beibei district has been constantly improved,there are still some obvious problems in this mechanism due to the changes in the organizational reform.This paper adopts empirical research method,literature analysis method and model analysis method.Based on the Potter-Lawler comprehensive encouragement model,this paper selects Beibei district in Chongqing as the case unit.In Chongqing Beibei grass-roots party and government cadre incentive mechanism analysis of the status of the investigation,to explore the root cause of the party and government cadres at the grass-roots level incentive mechanism problem,and around the Potter-Lawler integrated incentive model of "hard-performance-reward-satisfaction" this center thought,putting forward some of party and government cadres at the grass-roots level that the possibility of incentive mechanism construction.This paper is divided into five parts: the first part is the basic part.This paper mainly introduces the background,research significance,domestic and foreign research results,as well as the content,method and framework of the paper,andelaborates on the concepts and theories related to this paper.The second part is theoretical analysis.Through the collection of existing data,the requirements and challenges of institutional reform on the incentive mechanism for grassroots party and government cadres are clarified,laying a foundation for the following empirical analysis.The third part is the empirical study.Through the questionnaire survey and interview with the grassroots party and government officials in Beibei district of Chongqing,this paper investigates and analyzes the current incentive mechanism of the grassroots party and government officials in Beibei district of Chongqing,and finds out their attitudes towards the current incentive mechanism.The fourth part is the model running method.Through the investigation and analysis,based on the Potter-Lawler comprehensive encouragement model,this paper analyzes the weakness of the grassroots party and government cadres' encouragement mechanism in Beibei district of Chongqing in the organizational reform,analyzes the source of the weakness,and further studies the existing problems.The fifth part is the conclusion and prospect of this paper.The continuous improvement of the incentive mechanism for grass-roots party and government cadres is conducive to stimulating the enthusiasm of grass-roots party and government cadres and promoting the smooth progress of institutional reform.Through analyzing the encouragement mechanism of grassroots party and government cadres in Beibei district of Chongqing,this paper builds the encouragement mechanism of grassroots party and government cadres,which is suitable for the new situation,and improves the human resource management of public departments.But at the same time,there are still many problems in the research depth and breadth of this paper,which need to be further strengthened.
