The National Medium-and Long-Term Talent Development Plan(2010-2020)proposes to promote the construction of talents pools for Party and government,company operation and management,technological expertise,high-skilled workforce,rural practical workforce,and the social service.For China,the construction of the Party and government talents pool is a key link in the development of the Party and the country.The community-level Party and government talents can only be energized by following the principle of the Party exercising leadership over personnel,respecting the objective rules of talent development,keeping the balance between talent supply and demand,creating a favorable environment for Party and government talents development,establishing more reasonable policies for Party and government talents,and implementing a reasonable talent incentive mechanism,in order that the community-level governments can retain talents.Located in the economically developed area of the Pearl River Delta,the location advantage of S District of Foshan City,the sample area discussed in this article,is outstanding.It is actively connected with Guangzhou and Shenzhen in city competition factors such as talent,finance,science and technology,and industry.In recent years,the talent-recruiting platform built in the S District has attracted a large pool of high-level talents that fulfill the needs of the economic and social development of the S District,providing a talent reserve guarantee to seize the opportunity of Guangdong-Hong Kong-Macao Greater Bay Area(GBA)construction.However,due to the increasing temptations appeared in the new era,the Party and government talents management in the S District is negatively affected by various factors,such as the loss of outstanding Party and government talents,dismal working morale,lack of entrepreneurial motivation,and shortage of high-level professional cadres.If these problems are not resolved promptly,a vicious circle will be formed,which will seriously hinder the sustainable development of the S District’s economy and will miss the historical opportunity of GBA construction.Therefore,taking S District of Foshan City as an example,this article analyzes and investigates current Party and government talent policy,incentive mechanism and existing problems using demand hierarchy theory and ERG theory,and through literature research,questionnaire survey,interviews and other methods.On this basis,the article discusses and explores more in-depth on the incentive mechanism of community-level Party and government talents in the new era.
