Analysis On The Efficiency Of Tibet's Basic Public Service Supply

In recent years,with the steady development of the Tibetan economy,the people's living standards have continued to rise.The issue of public services has gradually become a key issue for the next phase of development in Tibet.The autonomous regional government also pays close attention to the status quo and future development of public services.The party and the government have repeatedly written medical,education,pension,employment and housing in the public service sector into central documents and government reports,and made it the focus of government work.Is the government's output of public services effective while the government is actively investing in public services? Is there a potential constraint in the actual operation of Tibet's policy of improving public services for residents? How to evaluate and improve the supply efficiency of basic public services in Tibet? Thinking about these issues is the original source of the logical framework of this paper.The article combines theoretical analysis and empirical analysis,and uses the DEA-malmquist method to analyze the basic public service supply efficiency of the 12 western provinces,and find the efficiency level of basic public service supply in Tibet.First,it analyses the current situation of public service,and reviews the methods and applications ofhow to evaluate efficiency and public service performance at home and abroad.Secondly,the concepts of basic public services,public service efficiency,total factor productivity and their related definitions are elaborated in detail,as well as related theories such as welfare economics and public finance theory.Thirdly,it introduces the basic DEA method and deduces the DEA-malmquist index method for panel data evaluation efficiency.It provides a theoretical basis and methodological support for the research after this paper.Fourth,the basic public services will be subdivided into four areas: basic education,health care,infrastructure and social security for evaluation.On the basis of dividing the plates and putting Tibet in the background of the whole western region,this paper compares and analyses the supply efficiency of basic public services in Tibet.Fifth,draw conclusions: 1)The overall efficiency of basic public service supply in Tibet is better;2)The change of technical efficiency contributes less to the improvement of basic public service efficiency;3)Technological progress is the main driving force for the improvement of basic public service.
