As the capital of Tibet Autonomous region,it is of great significance to promote the transfer of labor force from agricultural and pastoral areas to non-agricultural industries in Lhasa,on the one hand,to promote the income of farmers and herdsmen,to deal with the situation of "agriculture,countryside and farmers" and to promote the rapid progress of new urbanization.On the other hand,it is also an important measure to set an example for other regions to promote their development and maintain harmony and stability in Tibet.In recent years,Lhasa has issued a number of support policies for the non-agricultural employment of farmers and herdsmen.In the employment support policy,many of these policies are aimed at the transfer of labor force employment,in order to increase the labor transfer employment of farmers and herdsmen,so as to maintain the severe situation of increasing downward pressure on the economy.The labor transfer employment is relatively stable from the overall situation,and the labor transfer employment in the whole city has achieved obvious results.However,at the same time,there are still many situations in the transfer employment of farmers and herdsmen in the city,which are manifested in the imperfect policy system,imperfect public employment service institutions,low policy awareness rate,weak policy implementation and so on.This paper is based on such a realistic background and institutional background,combined with the relevant theories of public policy,using literature analysis,questionnaire survey and other research methods,to study the non-agricultural employment policy in Lhasa.The first part of the paper is the introduction,which describes the background,significance,current situation and review of the research,the purpose of the study,the way adopted,the place of innovation and the shortcomings of the paper.Secondly,it defines the employment policy,non-agricultural employment,policy implementation and related definitions,and explains and discusses the theoretical basis of the paper related to the theory of government services and related policy theories.And then to the non-agricultural employment in Lhasa.The policy mode,the current situation carries on the comb summary,secondly,on the basis of the field investigation,understands that the Lhasa city non-agricultural employment policy has the policy lack integrity and the matching sex,the employment service organization which aims at the social group is not perfect,The employment support measures are not perfect,the policy awareness rate is low,the policy implementation is insufficient,the policy supervision,supervision and supervision are not in place,and most of the factors that cause the above situation lie in the lack of theoretical and comprehensive consideration in the process of policy introduction.The guarantee form of policy implementation is not perfect,the attention of policy evaluation is not enough,and the mechanism of policy supervision and supervision is not perfect.At the end of the paper,the policy of promoting non-agricultural employment in Lhasa is put forward.The countermeasures are as follows: from establishing and perfecting the non-agricultural employment service system,understanding the responsibilities of the policy implementation units,enhancing the transparency of the policy implementation units,and promoting the all-round efficiency evaluation of the policy implementation,Improve the supervision and supervision system of policy implementation in these six aspects,hoping to provide reference for the introduction of non-agricultural employment policy in Lhasa.
