Language is a part of the nation's life and the development of a nation is closely related to the development of its national language.Pluralistic China has many ethnic minorities and languages of minorities aren't the same between different ethnic minorities.China has always pursued the principle of national equality since the founding of new China.In order to implement this basic principle and for better protection minority language rights and interests,in the Constitution,Regional Ethnic Autonomy,Procedure,Resident Identity Cards China enact special provisions on the legal protection of minority languages.As the main language of Tibet Autonomous Region,Tibetan language should be protected and managed according to law.Since the Tubo minister Tunmisanbuza creats Tibetan character in the Tubo period Tibetan language has undergone three reforms and the second reform of Zampu Chiribajian has far-reaching significance.The current Tibetan language character basically retains the character system of that period.After the peaceful liberation of Tibet,China has great efforts to promote the development of Tibetan language.The Chinese government eliminates native language illiteracy in the whole region,sets up newspapers and radio broadcasts in Tibetan language,and vigorously develop ethnic education.In the late 1980 s,the National People's Congress the Tibet formulated Several Provisions on the Study,Use and Development of Tibetan Languages in the Tibet Autonomous Region(Trial)in accordance with the Constitution and the Law on Regional National Autonomy.It Opens Tibetan language legislation work.In 2002,Tibet managed Tibetan language from legal level and promulgated Several Provisions on the Study,Use and Development of Tibetan Languages in the Tibet Autonomous Region Trial.In Tibet Autonomous region,Tibetans are inseparable from Tibetan language in all aspects of life.In daily life,there are many problems in Tibetan language construction.Although the construction of language and characters in Tibet Autonomous region has entered the track of legal system under the correct leadership of the Communist Party of China,there are still some problems that we should reflect on the legal protection of Tibetan language.China's protection of minority language rights fully reflects the idea of national equality.This article is written to further publicize the party's policy toward ethnic minorities,and to know the grace of the party.In the process of building law Tibet,it is also necessary to manage the language according to the law.This paper uses literature research,comparative research and observation to reflect on the problems which existing in the construction of the rule of law in Tibetan language.On the one hand it is to promote the legal protection of Tibetan language and on the other hand to promote the construction of an equal,civilized and harmonious rule of law in Tibet.This paper is divided into four chapters.The first chapter introduces the legal protection of minority languages in foreign countries and China.The second chapter introduces Legal protection of Tibetan language in the Tibet Autonomous Region.I will describe it from three aspects,the policies and regulations on the protection of Tibetan language,language legislation in Tibet,comparison of language legislation in Tibet,Sinkiang and Mongolia.The third chapter introduces the problems in the legal protection of Tibetan language in the Tibet Autonomous Region.It mainly elaborates on the language teaching in the compulsory education stage,the translation of Tibetan language legal affairs,the translation of various commercial advertising signs,the problems in Tibetan translation of resident ID cards,and the possible language problems in the construction of the Belt and Road.The fourth chapter introduces the countermeasures for the problems in legal protection of Tibetan language in Tibet Autonomous Region.
