With the continuous development of society,the discussion of language rights has become more and more frequent,and language events have emerged in endlessly.Apart from the different superficial factors of language events,the author finds that the essence of language events is social events arising from language problems: first,language events often involve not only individuals,but also the whole social group;secondly,the social groups are involved not only in a certain level of the collective,but also in all different language groups;lastly,language events are in a certain process.The degree of deprivation of the individual citizen's language rights.Language is a tool for all people to voice.To eradicate language incidents from the root,it is necessary to explore the legislation of language rights in China from the perspective of the Constitution.By studying the current Constitution,this paper finds that there are indeed some provisions stipulating citizens' right to use language in their daily life,and draws a conclusion that there are provisions on the right to use language in the Constitution.However,through the analysis of the relevant laws,the author finds that the constitution still lacks the collective concept and basic attributes of linguistic rights,which makes it difficult to form an overall normative system of linguistic rights.In addition,the Constitution only stipulates the national common language and national language,which leads to the unequal status of language and the decrease of linguistic and cultural diversity,which is manifested in the unequal distribution of resources,the unequal use of space and the unequal concept.Finally,the constitutional provisions also restrict citizens' autonomous choice of language.Many problems are the factors leading to language events,and effective methods should be explored to solve them.In view of the current situation and existing problems of the legislation of language rights in China from the perspective of the Constitution,the author puts forward the following suggestions: first,to regulate the language rights as a whole.This paper puts forward the concept of language right as a proper noun,improves the basic status oflanguage right,reflects the right attribute of language right,and establishes the constitutional basis for the construction of a special system of language right norms with Chinese characteristics.Secondly,the Constitution establishes the policy of language equality,provides space for the development of other languages,and provides convenient conditions for the inheritance of linguistic and cultural diversity.Thirdly,the scope of citizens' autonomous choice of language should be broadened through language rights legislation.While providing the constitutional basis for the relevant laws to clarify citizens' autonomous choice of language,it also provides ideas for appropriately modifying the existing legal norms and documents and liberalizing the scope of citizens' use of language.
