Research On The Influencing Factors In The Implementation Of Community Governance Policies

As a national community governance policy execution "nerve endings",as the main body of community governance policy implementation level,at the end in the country's public policy implementation system has vital significance.This article embarks from the social policy research Angle of view,combining the theory of policy implementation and berks citizen governance theory framework,use the method of the empirical research,focus on policy landing stage in the process of policy implementation,focus our study affects the social dimension of policy execution,combined with administrative dimension at the same time,reflect the influence of various factors on the policy of the community.In terms of research ideas,this paper firstly sorts out,summarizes and analyzes relevant literature and materials on policy implementation and community construction.And then through the way of combining quantitative and qualitative research,the empirical study of chengdu area X 2 old community,from the community residents' committees,community residents and professional social organization from three aspects,and analyses the influence of each factor in the community policy execution path.In terms of research methods,qualitative research methods are adopted by neighborhood committees and professional social organizations according to the sample size.The quantitative research method was adopted by the community residents to further clarify the research hypothesis,questionnaire design,survey sampling status and data analysis status.The frequency and cross analysis of the policy implementation status from the perspective of community residents were carried out,and then the influence relationship was analyzed through the binary logistic regression model.Finally,the author draws the conclusion of this paper,and puts forward the experience and inspiration for the improvement of the implementation of old community governance policies from the perspective of the government,hoping to provide reference for the effective implementation of community governance policies.The main conclusions of this study are as follows:Firstly,In old communities,the more flexible the staff system and rules are,the lower the execution pressure will be,the higher the policy quality will be,and the closer the relationship with the actors will be,the higher the degree of policy implementation will be.Secoudly,community residents in policy cognitive status,to join the personal information of the control variables,the residents of the community governance policies more understanding,think community governance environment of community governance to improve a lot of the residents,but more is not willing to participate in community public affairs.In the interest demand,the more the needs of residents can be satisfied,the more willing residents are to participate in public affairs.The degree of organization and informal rules have no obvious influence on residents' willingness to participate in community public affairs.Thirdly,The higher the policy quality of professional social organization personnel,the more positive their working attitude,the stronger their professional level and community governance ability,and the closer their relationship with other actors,the higher their understanding,participation and implementation of policies.
