Research On The Implementation Differences Of Community Governance Innovation Policies

In recent years,under the guidance of policies,community innovation governance policies have emerged continuously,and many community innovation policies have emerged as the times require.However,in the implementation process of these community innovation policies,the actual situation of implementation usually deviates from the policy objectives.The deviation degree of each community is different.Some communities are relatively smooth in the implementation process of innovation policies,while some communities encounter difficulties in the process.In this regard,this paper takes the "Quan Gang Tong" work model implemented in Y District of Shanghai as an example to analyze the dynamic process of community innovation policy implementation.The author participates in the third-party evaluation process through field research.This paper analyses the system design and policy objectives of the community innovation policy,summarizes the implementation of the policy on the spot and the problems encountered;divides the empirical phenomena of implementation differences into four categories: resource allocation,power intervention,situational processing and social force participation;divides the implementation differences among communities into two concepts:smooth implementation and distorted implementation;and from "street-residential area-people" Joint governance ability and policy consensus are two dimensions to examine the implementation differences of community innovation policies in different neighborhood committees.The study found that the stronger the joint governance ability of "street-residential area-people",the higher the consensus degree of "street-residential area","residential area-people" policy,the smoother the implementation of community innovation policy.There exists a mechanism of "compulsory-consultation" to reach consensus between "street-residential area" and "residential area-people".This study presents a framework for analyzing the process of policy implementation.At the micro level,the implementation process of community innovation policy has been supplemented to a certain extent.
