Equity is one of the core values of human beings.It is a goal that people have always been pursuing.It is related to the current and long-term material and spiritual interests of each individual.It impacts the dignity,status and social relations of people,and has far-reaching influence on the group atmosphere,cohesion and sustainable development of the organization.As a staff member of the government department,civil servants have a special identity and play a vital role in the field of public administration.Therefore,it is important to improve the incentive mechanism for local government civil servants and create a fair work and social environment to improve their enthusiasm in a fair atmosphere.This is of great significance for government power transformation on further improving the government's work efficiency and better achieving organizational goals to better serve the public and society.In perspective of the fair theory,this paper takes the F department of Dezhou as example to analyzes the problem of the civil servant's incentive mechanism in five parts.In the first part,the background and significance of the issue as well as the research content and methods are introduced;relevant theoretical researches on the civil service incentive mechanism at home and abroad are reviewed.The second part centers on the basis concepts and relevant theoretical knowledge.In the third part,content,means and effectiveness of the civil servant's motivation measures in F-department of Dezhou are introduced;based on solid questionnaire research on the satisfaction of the incentive mechanism,deep conclusions are drawn.The fourth part focuses on the existing problems and short comes,such as the lack of advanced incentive ideas,the imperfect incentive system,and the excessive single incentive means,and deeply analyzed the specific reasons.In part five,feasible measures are raised in four aspects:changing concepts,establishing fair incentives,enriching incentives,and improving environmental incentives.Summaries are made at last.In recent years,the state has successively issued policy documents to continuously strengthen the construction of the civil service.However,the incentives and values of the current incentives for civil servants are far from enough.There are still many problems.Through the analysis of the incentive mechanism of civil servants in the F department of Dezhou City,this paper discusses the problems existing and provides reasonable decision-making basis and reference for improving the incentive mechanism of civil servants in the future.
