In the context of the evolution of public management and public administration continued practice of continuous improvement, the public want the government to adopt better behavior, the government has put forward higher requirements, especially for civil servants put a higher demand. Therefore, the transformation of government functions, looking to form and continue to improve the scientific civil service incentive system, so that they establish a sense of responsibility, to enhance its operational capacity, the establishment of service-oriented government is the government of the urgent need to address development issues.Two-factor theory can mobilize elements of the employee’s return to a two-part health and incentives, in order to study the theory of this article as a starting point to analyze the incentive system Wuhai civil servants, according to health care and the role of differences in incentives, according to our current introduction of laws and principles, proposed a series of incentives to improve the civil service system Wuhai measures.
