Civil servants are an important part of ensuring the normal operation of the state machinery,improving the efficiency and enthusiasm of civil servants,so that the civil service in the new era to better perform their duties and serve the people,need to play a good role in the incentive pay.To build a scientific and reasonable civil service pay system is to strengthen the civil service,guide society to form a good income distribution order,is to promote the social sector pay equity is an indispensable part.This paper mainly uses the Equity theory,using the method of policy analysis and questionnaire survey to study the issue of civil servants' pay equity in Guizhou Province.It is found that the civil servant's salary in Guizhou Province has the problem of unfairness in industry,region and individual.The factors that affect the pay equity of civil servants in Guizhou Province include external factors such as national strategy,economic development level,cost-of-living difference,labor market wage level and social public evaluation,it also includes internal factors such as individual rank limit,unit level,post difference and so on.Through the questionnaire investigation,it is found that there are some problems such as unreasonable adjustment,big regional pay difference,pay does not reflect the post difference and individual contribution.In the light of the existing problems,this paper puts forward some countermeasures and suggestions for promoting the fairness of civil servants' salaries in Guizhou provincial organs: includingimproving the investigation mechanism for the normal increase of civil servants' salaries,and emphasizing the role of the middle rank in the parallel of post and rank,reasonable determination of the civil service pay relations between regions,improve the civil service classification performance appraisal incentive mechanism.
