Incentive is a very important part of management activities.Incentive for different groups of different profession type,even the same professional, are not the same, especially in the field of civil servants.I carry out my research for incentive of the civil servants at the provincial, with the" Double Factors Theory "and other supplementary t incentive theories.I use the " Double Factors Theory " as the guide, combining domestic and foreign research status quo of civil servant incentive. I choose the organ at the provincial level in jiangsu province as an example, and select part of civil servants at the provincial level as research object to carry out the interview and questionnaire survey.Due to differences between different individual civil servants incentive demand, hygiene and motivating factors are not absolute, which can convert each other under certain conditions.With the result of the questionnaire data and effective analysis, I attempt to derive the reality of incentive mechanism of civil servants at the provincial level and the existing problems, have larger differences between different individuals, and general satisfaction of motivating factors is low.Besides compensation, hygiene factors, which have the problems of excessive and not standardized in a certain extent.From the results,important problems include low sense of achievement, the promotion space is limited, education training does not reach the designated position, performance assessment is not standard, unreasonable salary structure, etc.Then,I try to analyze incentive problems in the angle of the "Double Factors Theory "and draw a conclusion from two angles, motivation and hygiene factors. Finally,I try my best to obtain perfect measures of incentive mechanism of civil servants at the provincial level:on the one hand, we need grasp the core of incentive and put forward concrete measures to improve the sense of achievement for civil servants, including career planning, promotion system,the sense of responsibility; on the other hand, we need selective hygiene factors and put forward concrete suggestions, including performance appraisal system, power supervision, work environment, the civil servants' pay.
