Sports Governance: The Rise, Principles, And The Future

As the leading force of national governance,the government is not to be neglected power in promoting the modernization of national governance.In the highly complicated modern society,government is not always carried out in a step-by-step manner to governance.Government campaign-style governance often becomes the method of dealing with difficulties and breaking the conventions in order to break the embarrassing situation.Realizing the modernization of national governance is the overall objective of comprehensively deepening reform in our country since the 21st century.This goal has requirements for the standardization of government governance system and the improvement of governance capacity.However,under the contradiction between the upward centralization of power and the effectiveness of local governance,as a governmental governance mechanism,campaign-style governance tends to break through the conventional system,which is contrary to the requirements of the modernization of national governance reform.Therefore,campaign-style governance is one of important parts in the current reform background.This paper clarifies that "governance" is a word with modernity connotation,and explores campaign-style governance on the time axis after the reform and opening up.Author takes the rise,principle and future of campaign-style governance as the research issues from the perspective of the modernization of national governance,and deeply explores the occurrence,operation logic and effect of campaign-style governance,and predicts its development trend.The study finds that the inheritance of the unified system,the path dependence on political mobilization,the pressure-based system and the design of isomorphic of responsibilities in the long historical development process of-China,providing the possibility for the occurrence of campaign-style governance,while the factors such as the complexity of the society,the pattern of difference under the lack of governance resources,and the incentive set for government departments as well as playing an important role in the occurrence of campaign-style governance.By analyzing the development logic of campaign-style governance and taking the agricultural society-industrial society-post-industrial society as a clue of human social progress,we found that campaign-style mechanisms have different manifestations in different periods,and generally follow the thread of "campaign-style domination-campaign-style management or national movement-campaign-style governance-The dissolution of campaign-style governance".By introducing the perspective of "principal-agent",the analytical framework of discourse coalitions and the idea of institutional change,this paper studies the occurrence and operation logic of campaign-style governance,and finds that there are sequential game and bargaining alliance discourse between different initiating subjects and behavior receptors in campaign-style governance.As a government tool,campaign-style governance was influenced by traditional "national movement" thought in the planned economy period.It generally follows the path of compulsory institutional change and intermediate diffusion institutional change,while in promoting the service-oriented government,induced institutional change which advocated at present is insufficient.Through the analysis of the eighth institutional reform of the Party and the state after the reform and opening-up,it is found that the contradiction between the modernization of national governance and the campaign-style governance and there are two paths for the development of campaign-style governance,which runs to routine and routine-style runs to campaign-style.Crisis management is a special form of campaign-style governance in various manifestations.Based on the comprehensive study,it is concluded that although campaign-style governance a certain extent can promote the modernization of governance system in the modernization of national governance,it has little effect on the improvement of governance capacity in essence.As a kind of government governance mechanism,campaign-style governance has objective requirements of the era,but its elimination should be the internal requirement of promoting the development of the modernization of national governance.
