If people’s interests is not guaranteed, mass incident will happen, and what’s worse, it may have a bad effect on local stability.Based on the investigation of city R, the authors introduce the situation of petition from the perspective of typology in details and makes a brief introduction to petition and administrative effectiveness. Through the analysis of situation, the author finds the petition situation of City R has closed relation with the administrative effectiveness and public service. The low administrative effectiveness and public service lead to the frequent occurrence of petition Hence, we try to bring down the occurrence of petition through the improvement of administrative effectiveness and public service, and create a stable and peaceful environment for local economy development.
