Research On Urban Management Law Enforcement In The Implementation Of Non-capital Function Relief Policy

As one of the capital and megacities of China,Beijing is deeply troubled by the disease of big cities.The agglomeration of non-capital functions has made the development of Beijing's cities incompatible with its position as a political and cultural center.For the sustainable development of the city,the formulation and implementation of the non-capital function relief policy has become the key work in Beijing,rather than the effective implementation of the capital function evacuation,which is closely related to the effectiveness of urban management law enforcement.In this paper,literature research and practice investigation are used to study the non-capital function of Beijing and urban management law enforcement,analyze the current situation and problems of urban management law enforcement,and make clear the causes of the problems,and then put forward to improve urban management law enforcement effectiveness strategy to promote chengguan law enforcement to promote non-capital functional evacuation policy in full play.It is found that the implementation of non-capital functional evacuation policy puts forward the legal system,co-governance and exquisite requirements for urban management law enforcement.In the implementation of the non-capital functional evacuation policy,urban management law enforcement has the problems of complicated law enforcement procedures,non-standard law enforcement methods,inefficient law enforcement and insufficient public participation.The causes of the problems include the low legal rank,the lack of maneuverability,the lack of thought and quality of law enforcement personnel,the unreasonable allocation of power and responsibility,the low awareness of public participation,and the poor channels of participation.In the implementation of the non-capital function evacuation policy,we should promote scientific legislation and optimize law enforcement procedures;standardize and innovate law enforcement methods to highlight the service functions of the government;improve the law enforcement mechanism and improve the effectiveness of law enforcement;broaden the channels of public participation and build a pluralistic system of co-governance.
