Labor reform is the most direct,effective and realistic means for prison to organize criminals.It is the most direct,effective and realistic way for prison to realize criminal punishment of criminals to become human again through compulsory labor.For a long time in the past,labor reform has played an important role in training criminals' labor concept,improving their material life and providing prison funds.With the financial security gradually in place,the concept of execution is gradually updated,and the function of prison reform is gradually changing from punishing criminals and punishing criminal acts to correcting criminals' bad habits,cultivating survival skills,and shaping a correct world outlook,outlook on life,and values.The Ministry of justice put forward the prison work policy of "combining punishment with reform and taking reform as the purpose",and further returned the function of labor reform to the reform and education of criminals.In order to give full play to the prison functions and improve the efficiency of labor reform,each prison has carried out a series of beneficial explorations in prison practice,striving to achieve the goal of reforming ideas and remolding ideas.In this paper,while exploring the cognitive changes of the function and utility of labor reform in different times,combined with the actual situation of Y prison in Shandong Province,the author studies and analyzes the path,existing problems and causes of its labor reform efficiency,aiming to study the improvement of labor reform efficiency of Y prison from the perspective of public management,using relevant theories and methods,and proposes Make optimization countermeasures.According to this,the paper expounds the related concepts of Labor Transformation and labor transformation efficiency,as well as the main theories used in this study,including labor transformation theory and incentive theory.And explain the relationship between theory and practice,provide support for analyzing problems and putting forward countermeasures.Then,with y prison in Shandong Province as the main object,explore its current mechanism,management methods,etc.,in the current regulatory reform form and system environment,to find out the problems that hinder the realization of the efficiency of Y prison in Shandong Province in the aspects of reform purpose,system relationship,combination of labor and education,social integration,etc.Then,from the perspective of concept to practice,laws and regulations to regulatory system,using the methods of interview,literature review,etc.,from the function orientation,transformation purpose,management system,social contact and other aspects,this paper analyzes the reasons that affect the realization of the efficiency of Y prison in Shandong Province.Finally,from the aspects of management consciousness,improving laws and regulations,enhancing quality and absorbing social forces,the paper puts forward countermeasures,supported by examples,in order to improve the efficiency of prison labor reform and promote the high-quality development of prison labor reform management.In the new era and new stage,prison workers have higher expectations for improving the efficiency of labor reform.On the basis of studying problems and analyzing reasons,they should constantly promote practical and theoretical innovation,strive to strengthen the top-level design from the system level,strengthen the mechanism guarantee from the system level,strengthen the work force from the supervision aspect,improve the efficiency of prison management,and finally realize the social transformation of prison It will benefit.
