| With the update of communication technology,5G mobile communication network with its high-speed data transmission rate,very short delay and reliable stability will bring a technological revolution.The CPC Central Committee and the State Council attach great importance to the importance of 5G communication network.Judging from the spirit of the 18 th and 19 th National Congress of the CPC and the work report of the government,they clearly require that the construction and development of 5G communication network be accelerated nationwide.With 5G becoming a national strategy,the national governments at all levels responded positively and issued action plans,implementation plans,guidance and other policy documents intensively,which created a better policy environment for the construction and development of 5G communication network.In this context,Chongqing has formulated a series of policies to promote the construction of 5G communication network.Based on the comprehensive promotion of the construction and development of 5G communication network in Chongqing,it is proposed to seize the new highland of 5G development,strive to make Chongqing become the national 5G development leading area and demonstration area,and provide strong support for the high-quality and leapfrog development of Chongqing.With the full promotion of Chongqing municipal government,the number of 5G base stations in Chongqing ranks first in the country,but there are still some problems to be solved in the process of promoting the construction of 5G communication network.At present,5G communication network construction in Chongqing has entered a critical stage.This paper summarizes and combs all the policies that Chongqing has issued to promote 5G communication network construction as comprehensively as possible.Through the analysis and research of the relevant policy constraints,it puts forward optimization suggestions,hoping to provide continuous improvement and Optimization for promoting the content and implementation of 5G communication network construction in Chongqing It also provides useful reference for other provinces and cities to promote the construction and development of local 5G communication network.The first part is to explain the research background,from the theoretical and practical aspects of the research significance of this paper,and from the domestic and foreign related content of the research status of a simple comb and analysis,and finally introduced the two research methods of this paper,respectively,literature research method,investigation research and data analysis method.The second part describes the concept of 5G communication network and communication industry public policy,and briefly introduces the theoretical basis of this study: new public management theory and industry policy theory.The third part introduces the current situation of 5G communication network construction policies in Chongqing,analyzes the implementation background of 5G communication network construction policies in Chongqing,combs the relevant policies formulated in Chongqing after 2015,and finally summarizes the implementation status of 5G communication network construction policies in Chongqing.The fourth part is the investigation of the policy constraints of promoting 5G communication network construction in Chongqing.Based on the current situation of Chongqing's policies to promote the construction of 5G communication network,a questionnaire was designed and an interview was conducted to summarize the main problems existing in the current policies to promote the construction of 5G communication network in Chongqing: insufficient support of policy content,poor effect of policy implementation,low level of policy application,low efficiency of government affairs,and difficult use of public resources.The fifth part is the analysis of the causes of the policy problems of promoting 5G communication network construction in Chongqing.Through the research,we find that the policy problems restricting the development of 5G communication network construction in Chongqing are mainly due to the following factors: the content of the policy is not comprehensive enough,the propaganda and implementation of the policy is not in place,the coordination is lack,the supervision and assessment is lack,the ability of policy cognition and application is insufficient,and the innovation is lack in the process of policy implementation.The sixth part is the suggestion of optimizing the 5G communication network construction policy in Chongqing.According to the research and analysis of the policy constraints of promoting 5G communication network construction in Chongqing,combined with the actual situation of 5G communication network construction and development,the optimization suggestions are put forward from the aspects of improving policy content,optimizing policy implementation mechanism,improving policy application level and promoting management innovation in the process of policy implementation. |
