Performance management reform is an important part of the management system reform of the public security organs.Strengthening public security officer's work enthusiasm,improving the level of performance management of public security organs and promoting the regularization of public security system by building effective performance management system and designing scientific performance appraisal indicator are of great significance.Now,public security organs at all levels have been overall carrying out the reform work of performance management,but the strength and depth of this work are still floating on the surface.At the same time,we can also find many problems in the institutional level and weakness at work in the process of reform.Performance appraisal is the key of conducting performance management,building performance appraisal indicator system is the basics of conducting performance appraisal in the public security organs.S province public security department is the leading body of the public security of S province,so it has advantages in human resource,financial resource and material resource and so on.At the same time,S province public security department has the higher authority location,it is responsibility of more workload in policy guidance and supervision direction.It is a great issue of reform and development in S province public security department that how to promote public security of S province to fulfill their epoch mission in the whole and achieve the strategic target of S province public security department.It is very different in performance appraisal between provincial public security organ and grass-roots public security bureau because provincial public security organ are not at the front-line,you can't simply and directly evaluate their work performance by normal quantity index,for example the amount of solving cases or dispatching police and so on.So it difficult to evaluate the work performance of S province public security department in the whole by traditional appraisal indicator accurately and rationally.In the background of public security reform,this paper starts with researching on the current performance appraisal indicator system of S province public security department to find the problems and the underlying causes of itself.Then,by combining the functional orientation and summarizing the strategic target,the development direction,the action path of S province public security department,we try to improve the design of performance appraisal indicator system based on the theory and the method of Balanced Scorecard and Motivation.Finally,we put forward the implementation method and the supporting measure to promote the process of performance management reform of S province public security department.Based on the above,we hope that S province public security department can achieve its ultimate strategic target as soon as possible.
