The township regime is at the end of our country political power system.Township cadres are at the grassroots level of the cadre system in China,they have played a connecting role in the system of state power.The policies of the Communist Party committee and government at higher levels need to be implemented at the grassroots level through township cadres,who are also responsible for reflecting the opinions of the grassroots masses into the state power.As an important part of the cadre team,township cadres work in a myriad of ways,specific and complex,the dedication of countless township cadres is an important prerequisite for China to achieve a series of construction achievements since the reform and opening up.In the meanwhile,there are many problems in township cadres,such as heavy task,high social expectation,slow personal development space,imbalance between pay and return,poor working environment,which not only affect the stable development of township cadres group itself,but also affect the normal development of township work,even affect the process of Rural Revitalization.This paper reviews the current situation,organization,system and management measures of Anqiu township cadres,analyzes the operation mechanism and operation status of Anqiu township cadres management,and discusses the problems and deficiencies in Anqiu township cadres management,such as unreasonable communication mechanism of township cadres,unscientific incentive and assessment mechanism of township cadres,and imperfect supervision mechanism of township cadres The guarantee mechanism of township cadres is not perfect,the problems of the number and structure of township cadres need to be solved,the management concept lags behind,and the level of legalization is low.Considering of the problems found in the research,combined with the main mode of township cadres management in China,the following countermeasures and suggestions are put forward for township cadres management: through deepening the institutional reform,clarifying the responsibility boundary of counties and townships,post analysis to reduce the role conflict between work and life,reducing the " mountain of paperwork and sea of meetings " to reasonably allocate the right and responsibility of township cadres;through the planned organization of township cadres and To establish a smooth cadre training and flow mechanism,county cadres should exchange,strengthen training,and adjust their posts within the township;to establish a dual track supervision mechanism by improving the mechanism of disciplinary withdrawal of township cadres,and enhancingorganizational care;to optimize the incentive mechanism of cadre security by improving vacation,appropriate subsidies,etc.;to learn,know,use,and act in accordance with the law,constantly improves the level of legalization and standardization of cadre management.
