Villages and towns are the most grass-roots political power organizations in China,and the basis for the government to exercise its functions.They are responsible for local economic development,infrastructure construction,livelihood security,public facilities management,ecological environment protection and other aspects,involving multi-level and multi-field social governance work such as politics,economy,culture,science and technology and social development.Township cadres are the backbone of the central government at the grass-roots level,the bridge to connect with the masses,the propagandist and executor of national policies,and the main force and backbone of promoting economic development and stabilizing society.Fully stimulating township cadres’ enthusiasm for entrepreneurship is a problem that the current government should focus on.Based on the relevant incentive theory and the situation of civil service management and incentive mechanism at home and abroad,and on the basis of the questionnaire survey on the cadres in BW Town,Baoji City,this paper analyzes the current situation and existing problems of the cadre incentive mechanism and the causes of the problems,mainly including the imperfect target responsibility system assessment,the imperfect incentive mechanism,the imperfect training system,and the lack of humanistic care,leading to the low initiative and enthusiasm of the cadres,Self-fulfillment needs are not met.To this end,it is necessary to change the incentive concept of township cadres,design and adhere to the principles of goal combination,fairness,difference and diversification,set reasonable assessment objectives,design quantitative and qualitative assessment indicators to improve the assessment system,build a material incentive mechanism for BW township cadres based on the assessment results,and put forward various types of material and spiritual incentive schemes such as improving salary,performance assessment,training system,and strengthening humanistic care,It also designs a parallel system of posts and ranks,improves the training system and an incentive system combining spiritual incentives such as honor incentives,and puts forward safeguards for the implementation of the BW town government’s cadre incentive mechanism.
