Since China's reformation and opening up,in many cities of our country,especially in Beijing,Shanghai,Guangzhou,a lot of floating population solve the problem of living in the form of "group-oriented leasing ".The existence of " group-oriented leasing " phenomenon is so serious that brings great hidden trouble to the city's public security,fire control and health,also has caused many tragedies.Therefore,"illegal group-oriented leasing" has been forbidden by the government.However,the regulations of local governments seem to be stuck in the dilemma: on the one hand,the government make decrees to forbid the " group-oriented leasing ",related administrative department also regularly to take actions;But on the other hand," group-oriented leasing " phenomenon rise again and again for many years and could not be forbidden,even being worse and worse.Therefore,how to properly deal with the " group-oriented leasing " problem,has already become a major issue in our city social administration.This paper,taking Shanghai for example,through the analysis of the regulation policy of illegal group-oriented leasing,and its implementation and practice in Shanghai,looking for why the regulation policy of illegal group-oriented leasing has failed for many years,and then discusses the government should "what to do" and "how to do" on solving the problem of " group-oriented leasing " in properly.Taking the theory of governance as the main tool of analysis,based on that the governance theory can be applied to the of the practice of the illegal group-oriented leasing,this paper clears up the policy of the illegal group-oriented leasing in Shanghai residential area.Taking the regulation practice of illegal group-oriented leasing in CN district for example,this paper analyzes the pros and cons of the practice experience.Around the problem of “the government what to do” about illegal group-oriented leasing,this paper points out the biggest problem of the current illegal group-oriented leasing policy is that failed to solve the problem of "housing rent" in the basic system,including the understanding and satisfaction of the living needs of low-income groups,totally understanding of the governmental responsibility on housing guarantee,etc.Also pointed out that the current policy on illegal group-oriented leasing exists some defects,such as some rules does not conform to the actual situation,some regulations do not operable.And in order to explore the government "how to do" on the problem of illegal group-oriented leasing,this paper refers the experience of Tokyo and New York,combining the theory of governance,put forward some targeted Suggestions in order to improve the policy of illegal group-oriented leasingOn the basis of empirical research,combined the related theory,the current policy,the practical problems,explored the pertinent feasibility way to improve the policy,this is the innovation that this paper made,and it is also the value of this paper.
