| Industrialization and urbanization are the necessary development stages of modern society.While promoting the rapid development of human society,they have also caused a series of social problems.Group-oriented leasing is one of the typical problems.The emergence of group-oriented leasing is closely related to the rapid flowing of population into cities.The rapid population expansion has led to a shortage of urban housing.Especially when the demand for affordable housing for low-and middle-income groups is not fully met,it will further promote the phenomenon of group-oriented leasing.In view of the serious security risks associated with group-oriented leasing,local governments have begun to pay attention to and promote group-oriented leasing governance.Judging from the focus in different periods,traditional group-oriented leasing governance was mainly based on centralized rectification and the results were quick but not long-lasting.For this reason,cities with relatively serious group-oriented leasing,such as Shanghai and Beijing have tried to replace centralized rectification actions with comprehensive treatment measures.They have carried out in-depth comprehensive management of group-oriented leasing by improving laws and regulations,innovating governance methods and exploring multiple governance measures,which have effectively contained the phenomenon of group-oriented leasing.This paper selects C Town in Songjiang District of Shanghai as a case of group-oriented leasing improvement practice for analysis.Facing the situation that centralized rectification is not effective,Town C adheres to a problem-oriented approach,focusing on the transformation of governance bodies,governance methods,governance mechanisms and governance concepts.By improving the joint logistics linkage mechanism,strengthening policy publicity,increasing housing supply,promoting agency renting and exploring multiple co-governance measures,certain good governance results have been achieved,which has brought useful inspirations for the further advancement of urban group-oriented leasing governance.Although the methods and concepts of group-oriented leasing in Town C have been greatly changed in practice,this problem has not yet been fundamentally solved.Town C still has difficulties of extended expansion of group-oriented leasing,lagging lease information,single governance methods and repeated enforcement effects,which in turn affects the overall governance effectiveness.The reasons include the need to strengthen legal guarantees,inadequate cooperative governance,imperfect law enforcement mechanism and imperfect leasing market.Combining with the tasks and challenges faced by urban group-oriented leasing governance in China,this article believes that optimizing such a problem should focus on difficulties of group-oriented leasing governance,guided by cooperative governance and promote it from four aspects: strengthening the guarantee of the rule of law,accelerating mechanism innovation,enhancing the coordination of the main body and improving technical support. |
