After the end of the cold war,the world entered a new era of development.The concepts of globalization and global village have developed,and the international foreign aid system has become more complete and mature.But with the rapid development of the world,the problem of poverty in Africa is becoming more and more prominent.In 1999,the World Bank and the International Monetary Fund jointly issued a "Poverty Reduction Strategy Instrument"(PRSP).Unlike the previous development plan,the goal of PRSP is more clear,that is,to directly solve the problems in the poverty level of recipient countries.Through the analysis of poverty reduction strategies,it is possible to make more foreign aid proposals for aid countries,and at the same time find more solutions for poverty improvement in aid countries.Japan is the first country in the world to start receiving and providing foreign aid.It has rich experience in foreign aid,and its foreign aid system is also quite mature.After the 1990 s,Japan also began to respond to international calls for poverty reduction strategies as its core strategy for foreign aid,and at the same time shifted the focus of foreign aid from Asia to Africa.Japan 's increased foreign aid to Africa firstly assumes its corresponding international responsibilities,and secondly,it can increase Japan 's political influence.During the implementation of the poverty reduction strategy,Japan formulated detailed action plans.First of all,fully understand the situation of the recipient country,secondly choose the appropriate aid items,and set reasonable indicators,and finally formulate a perfect supervision mechanism for aid.Japan 's aid to Africa is dominated by economic aid,aided by political and natural environment.Within the framework of the poverty reduction strategy,aid is provided to Africa in all aspects.Through analysis of Japan 's aid to Africa under the poverty reduction strategy,we can see that in foreign aid,the establishment of a more effective aid strategy and the active coordination of domestic aid from various parties require more detailed planning and arrangements.Therefore,my country needs to strengthen these aspects in its future foreign aid to make our foreign aid more efficient.
