Research On Comprehensive Law Enforcement Reform Of Market Supervision In Zhonglou District

Improving the market supervision and law enforcement system is a fundamental requirement to ensure the order,competition,openness and unity of the market system.It can promote the development of my country’s governance system and achieve the goal of modernizing governance capabilities.For a long time,there have been problems in the field of market supervision,such as overlapping of powers and diversification of law enforcement entities,which have affected the full play of the functions of market supervision departments.Comprehensively promoting market supervision and law enforcement is not only an effective way to solve the above problems,but also in line with the basic concept of the Third Plenary Session of the19 th Central Committee of the Communist Party of my country,and is the top priority to promote high-quality economic development in China.The reform requirements under its jurisdiction,Zhonglou district has piloted the scheme of administrative law enforcement forces sinking the street,formed a model of integrating the law enforcement forces of market supervision,urban management,safety supervision and environmental protection departments at the street level,and realized one team at the grass-roots level.Based on the holistic governance theory and seamless government theory,this thesis analyzes the problems in the comprehensive law enforcement reform of market supervision through literature research,case study and field investigation.The author summarizes the problems in the comprehensive law enforcement reform of market supervision in several aspects,such as law enforcement management,function division,basic guarantee of human and property,law enforcement ability and so on.Through the case study of comprehensive law enforcement reform of market supervision in Zhonglou District,it is found that improving the construction of law enforcement system,improving law enforcement coordination mechanism and strengthening the construction of law enforcement team are important conditions for the success of the reform.At the same time,taking the comprehensive law enforcement reform of market supervision in Zhonglou District of Changzhou City as an example,this paper analyzes the current situation and existing problems of the comprehensive law enforcement reform of market supervision in Zhonglou District,and finds that the comprehensive law enforcement reform of market supervision requires not only the integration of law enforcement resources,but also the integration of multiple law enforcement departments and the optimization of some law enforcement functions,However,there are still a series of problems in the process of integration and Optimization: first,the legal system of comprehensive law enforcement of market supervision is imperfect,which leads to the urgent need to solve the problems in the process of law enforcement of comprehensive law enforcement of market supervision;Second,the division of powers of various departments is not clear.At this stage,the comprehensive law enforcement reform of market supervision involves many departments,so some functions have not been straightened out;Third,there are still contradictions in the transfer of people and property,mainly due to the lack of supporting plans for reform,which restricts the overall process of comprehensive law enforcement reform of market supervision;Fourth,the comprehensive quality of the law enforcement team is not high,resulting in the decline of law enforcement efficiency.By exploring the dilemma of the comprehensive administrative law enforcement reform of the market supervision bureau in Zhonglou District,this paper puts forward targeted suggestions for promoting the sinking of law enforcement power and optimizing the comprehensive law enforcement of market supervision.
