Research On The Enforcement Of Comprehensive Administrative Law System Of Xuyi County Market Supervision Under The Background Of The Reform Of The Ministry System

In the third Plenary Session of the 19 th CPC Central Committee,under the leadership of Chairman Xi Jinping's thought on Socialism with Chinese Characteristics for a new era,the Party made a major decision to deepen the reform of the Party and state institutions,and set off a new round of reform for the large regime,which included improving market supervision and law enforcement system as an important part of China's reform.The top-level design of this round of reform has absorbed the reform experience from the grass-roots level,especially the market supervision and law enforcement system reform.Since the 18 th National Congress of the Communist Party of China,it has been proposed to promote comprehensive law enforcement,establish a unified authority and efficient administrative law enforcement system,and accelerate the construction of a comprehensive administrative law enforcement system and operation mechanism that is linked up and down,fast and efficient,and meets the requirements of economic and social development.Xuyi county,Jiangsu Province,started the reform of improving the market supervision and law enforcement system quite early,especially as the only county-level cross sector comprehensive administrative law enforcement reform pilot in the province,and actively explored the reform of the comprehensive administrative law enforcement system in the field of market supervision,forming the reform direction of promoting the focus of law enforcement to move down and to optimize the allocation of law enforcement forces,further transforming government functions and strengthening In the process and after the event supervision,the grass-roots government governance structure of ‘centralized and efficient examination and approval,strengthened supervision service and comprehensive administrative law enforcement' has been realized,which provides grass-roots experience for the reform of the majority system.This paper mainly studies the reform practice of the comprehensive administrative law enforcement system in the field of market supervision in Xuyi county,Jiangsu Province.Through theoretical research,it summarizes the specific practices and effects in the reform practice,analyzes the existing problems,and then puts forward the countermeasures of integrating and standardizing the market supervision laws and regulations,building a good team of basic supervision cadres,and actively using various social governance mechanisms,so as to better improve the reform of comprehensive administrative law enforcement system in the field of market supervision,and provide practical experience for the reform of comprehensive administrative law enforcement system in our province and even the whole country.
