The community is the basic unit of people's daily life.As a microcosm of the society,the community highlights the status and value of citizens in society.With the development of our society,the community governance issues are wildly concerned.From a macro perspective,the Communist Party of China and our government have put forward higher requirements for social governance and government functions.From a micro perspective,Shanghai has issued "1+6" Documents and the "Colorful Community" Action Plan to improve community governance,which have achieved certain results.However,as far as the actual situation is concerned,due to the inefficient efficiency of community governance,the lack of self-governance of citizens,the lack of altruistic activities,and the unclear positioning of government functions,community governance is facing difficulties.In order to explore the innovative path of the community governance model,this research selected the"Mrs Dai Chamber of Deputies" in Guilongyuan Community,Pudong,Shanghai as an example."Mrs Dai Chamber of Deputies" was established in2009 and was spontaneously composed of 7 residents of the community.From the perspective of geographical point,the and the community neighborhood committee are situated in the north and"Mrs Dai Chamber of Deputies" south ends of the community;from the perspective of service scope,the connection of the two positions cover the entire community.During the past ten years,the "Mrs Dai Chamber of Deputies" has gradually formed a relatively complete working system,and has solved many complicated community problems.It also received wide recognition from residents,high support from community neighborhood committees and street office.The community neighborhood committee provides resource convenience to the "Mrs Dai Chamber of Deputies" by information sharing.The Tangqiao Street Office and the Pudong New District Government bring it into the annual street plan,and they also actively reported,publicized and cultivated citizen governance.Meanwhile,the core leadership of the Communist Party of China carried out basic work to consolidate the effectiveness of governance.Therefore a benign interaction has formed between citizens and communities.Therefore,the community governance experience of "Mrs Dai Chamber of Deputies" provides reference and basis for the innovation of community governance model.According to the above,this research proposes a "Bilateral mutual assistance"community governance model based on the new public service theory,citizen governance theory and government function theory.And this research attempts to elaborate from the perspective of the mutual assistance of community governance model innovation."Bilateral mutual assistance" community governance model mainly emphasizes the two elements of "bilateral" and "mutual assistance"."Bilateral"includes two subjects,namely "citizen" and "community".For citizens,this model relies on the rise of citizen altruistic activities,emphasizing citizens' self-governance and self-service.For community,it emphasizes the tolerance,acceptance and support of the community for citizen altruistic activities.And as for "mutual assistance",it is based on the public interest of the above.And it is to achieve the goal of community governance.Therefore,in the innovation of community governance model,the research proposes specific countermeasures and suggestions for improving community governance.From the aspects of citizens' active altruistic activities,community inclusiveness,and cultivation functions of government,the leading role of the Communist Party of China,this research tries to improve the model of community governance,so that the model can provide innovative thoughts and theoretical complements in community governance practice.
