Since the end of the last century,China's urban communities have experienced complex social and institutional changes.The disintegration of unit systems,the prosperity of the market economy,and the commercialization of housing have profoundly changed people's daily lives.As the community residents committee actually replaced the unit,it became the government's grassroots administration,while government grassroots community governance has emerged the dilemma of "involution." At the same time as the community experience changes,the grassroots governance theory is also constantly upgrading: from community construction to community management to community governance,the government pays more and more attention to guiding different subjects to participate in community governance,and returning the community to serve the residents and people-oriented living community.Under such a background,In the process of community governance in the four years from 2015 to 2018,in Hailing District of Taizhou City,the practice and summarization of the “mutual assistance and governance by household” community governance method has achieved certain results and experience.This paper aims to summarize the main experience of Taizhou's “mutual assistance and governance by household” community governance method by describing the practice process of urban community governance in Hailing District of Taizhou City,and try to analyze the “mutual assistance and governance by household” community governance from the perspective of the three social associations.The problem provides a possible enlightenment for urban communities to achieve effective governance.First of all,this paper takes the urban community of Hailing District as the object,and through the in-depth study and research,describes the practice process of“mutual assistance and relationships between residents and communities,social organizations,social workers and volunteers in the community,integrating social resources,providing effective service supply to residents,and of government and society and promote the independent development of social organizations.The basic research conclusions of this thesis are: the “mutual assistance and governance by household”community governance in Hailing District of Taizhou City,through the establishment of a three-level structure,advocating the rule of virtue and multi-party governance,summed up the
