Analyze On Policy Implementation Bias And Its Causes Of The Power List System

In March 2015,the Central Committee and the State Council issued the "Guidance on the implementation of the Power list system at all levels of government",which began to become an important hand in the new round of decentralization.Over the past three years,we should be aware of the problems in the process of policy implementation while seeing the results of the reform.For many places,the Power list system is a "top-down" and fast-import policy implementation process,which makes it difficult to avoid the problem of policy implementation bias.At present,the related research on the power list system mainly concentrates on the theoretical discussion and some empirical problems,and mostly empirical.The analysis of some specific policy in recent years has hardly involved the administrative system reform.Therefore,the analysis of the policy implementation bias of the Power list system can not only provide some reference for the next stage of the reform work,but also enrich the relevant research data and perspective.In order to understand the performance of the Power list system and its causes,this research uses the literature research method and the social investigation method,carries on the literature carding and the theory review,browses the government website,carries on the semi-structured interview to Sichuan Province,Chengdu City and some of the relevant government departments as well as the social public,participated in the relevant seminars,and obtained a richer research materials.The paper systematically combs the policy target system of power list system by analyzing and researching materials;taking this as the standard,combined with the investigation,this paper analyzes the concrete manifestations of deviation from three aspects of policy cognition,task execution and final policy effect;then analyzes the causes of policy implementation deviation from three angles of policy problem characteristic,policy itself factor and other factor;Finally,according to the problems and reasons,the paper puts forward some suggestions for correcting the policy deviation.
