| On February 28,2018,the Third Plenary Session of the 19th Central Committee of the Communist Party of China deliberated and adopted the decision of the CPC Central Committee on deepening the reform of Party and state institutions,proposing to promote the reform of statutory establishment and strictly control the labor supernumerary.For the first time,the management of labor supernumerary has been raised to the central level.How to effectively control the non staff employment without expansion and meet the needs of government work has become a research issue in various regions.Firstly,this paper systematically sorts out the concept,connotation and characteristics of labor supernumerary,and combs the related research at home and abroad,and briefly describes the development stages and changes of off staff employment management.Through the methods of literature research,field research and development,price comparison analysis and case analysis,this paper uses the theory of performance government,human capital theory and incentive theory to carry out the analysis.Taking R city of Wenzhou as an example,this paper studies the current situation,existing problems and causes of labor supernumerary management in R city.This paper holds that there are some problems in the management of labor supernumerary in R City,such as unclear management subject,imperfect management system,unsound management system,unclear boundary of rights and responsibilities,inadequate fund guarantee,intensified labor conflicts and so on.According to the internal and external causes,the main reasons of the management problems of the labor supernumerary in r city are analyzed.According to the research topic,this paper reviews the relevant literature at home and abroad,summarizes the experience of the management of labor supernumerary in the United States,Germany,Japan,Shenzhen,Shanghai,Qingdao and other countries and regions,and summarizes the domestic and foreign experience in the protection of the rights and interests of labor supernumerary,legal protection,supervision and approval mechanism,incentive mechanism,etc.Finally,this paper puts forward suggestions and suggestions for r city to improve the government’s labor supernumerary,including: first,to clarify the management body and establish a diversified employment system;second,to strengthen human management and improve the management methods of labor supernumerary personnel;third,to strengthen the linkage between departments and establish and improve the supervision system;fourth,to set up scientific posts and establish a clear system of off staff employment;fifth,to improve the incentive mechanism Establish performance appraisal methods. |
