With the rapid development of economy, responsibilities and workload of public institutionsare getting more and more heavy especially reflected by shortage of human resources problems.Therefore, supernumerary employment which has the pattern of temporality and randomness hasbeen paid attention to by public institutions to address the issue of labor shortage. Currently, it is acommon phenomenon for the public institutions to have supernumerary employment. However,due to lack of standard management policies and relevant management experience, thesupernumerary employment of many public institutions is disorganized as in non-standardizedemployment; unequal wages and underpayment which make it difficult to preserve rights ofsupernumerary employers and their institutions.This thesis contains case studies on management of supernumerary employment by publicinstitutions of Jiangbei District, Ningbo city based on questionnaires, field interviews and abundantrelated documents and combining theoretical analyzing and practical researching to consider howto standardize management of supernumerary employment. I hope the research will give valuableadvice to public institutions of Jiangbei District and become worth learning for other districts aswell.First of all, the thesis gives detailed definitions to concepts of public institutions,establishment, and supernumerary employment and sums up related theories of supernumeraryemployment management. Besides, it introduces related national policies of supernumeraryemployment management to emphasize the importance of it. Then the thesis analyzes currentsituation of supernumerary employment management based on the factors of Jiangbei District. Bydiscussing main problems of supernumerary employment management, it turns out that the mainreasons of the management problems are mismatch of transformation of government function andsocial transformation period, unscientific preparation of planning, lack of legal basis and so on.Last but not least, this thesis raises suggestions and proposals on improving management ofsupernumerary employment by combining theoretical analysis and practical experience. It buildsup the framework of supernumerary employment management following the principles of“centralization and decentralization combination, volume controlling, standardizing wages and improving management” which develops detailed modes of supernumerary employmentmanagement for Jiangbei District.
