The government functions have been further transformed in the perspectives of reforms in administrative agency and personnel system, which has exerted great influences on the transformation of government. The economic growth and geographicalfeaturesare different among regions, and the fairly-developed regions have a larger number and a wider range of administration affairs. The measurements to streamline administration and delegate power to the lower levels highlight the deepened structural reforms. With an increasing number of transaction issues at the basic institutions,administrative agencyhas a new approach of employment.In particular,as fresh troops working for the government, staff outside the authorized personnel quota has already caused the attention of more people. The government's needs for the supernumerary staff grow stronger, and it has practical significance to discuss and analyze the problems of the management of the group and put forward effective suggestions.The thesis is divided into five parts in addition to the conclusion. The first chapter presents the significance of the research topic and the research background. It summarizes the research status at home and abroad, points out the weaknesses of current research and in the meantime introduces the research method of this paper and the origin of research materials.The second chapter defines some concepts such as manning quotas and differences between supernumerary staff and government employees, with an analysis of the characteristics of supernumerary. It states the theoretical foundation of the paper, using new public administration, performance management and motivation theories as theoretical directions and basis.The third chapter takes Changzhou Xinbei District Government as the object of study. It introduces the detailed measurements taken by the government in the management of supernumerary staff, analyzes the fruits as well as the problems aroused in the management work and presents the basic theme of how to manage supernumerary staff of Xinbei District.The fourth chapter makes a conclusion of managerial experience on government employees andsupernumerary staffat home and abroad. It analyzes some advice for reference and problems for attention in individual cases and enlightens their guiding significance for administration of Xinbei District.The fifth chapter explores the way to manage supernumerary staff of Xinbei District. It proposes new means for a district government to manage supernumerary staff based on contributions from both of government agency and employees in the framework of enhanced regulations, effective motivation and concerted efforts.
