Supernumerary personnel, as a special group, has been widespread in China’s institutions at all levels, with the continuous expansion of business scope, institutions depend on this group gradually increased. However, because of the restriction factors of the supporting system, personnel costs, management system, management philosophy, institutions at all levels in supernumerary personnel daily labor management in the process of gradually exposed a variety of problems, and there is a growing trend. The existence of these problems, which seriously restrict the institutions and supernumerary personnel own development how to properly solve these problems has become placed in front of the business unit management a can not be ignored topics.The logistics system of radio and television, a business unit of G as an example, using the public management theory, incentive theory, theory of humanity hypothesis, using empirical research methods, a detailed analysis of formation reasons and forms the supernumerary employment personnel management process existence system construction, personnel reserve, incentive mechanism, management communication, financial constraints and other issues. Thinking of the general idea and combining with the actual situation of the related theory and G units, is given to solve the problem and improve the system, the amount and, effective incentive, enrich think-tank, broaden sources of income and reduce expenditure of specific solutions. As a treatment of supernumerary personnel management in public institutions and provide a reference.
