| Contemporary China is in a period of transformation.With the deepening of economic system reform and government institutional reform,the management functions and resource allocation of superior departments gradually incline and sink to the grass-roots government.At the moment when the number of administrative staff is strictly controlled,the number of non staff personnel arises at the historic moment,and gradually increases,and occupies an important part of government employment.However,for a long time,the non staff performance appraisal mechanism that does not keep pace with the times has resulted in low welfare,low work enthusiasm,overstaffing and high mobility.Through the establishment of qualitative and quantitative performance appraisal system,we can form a performance management system of prior planning,in-process supervision and post feedback,which is conducive to improving the sense of belonging,responsibility and mission of non staff,so as to further build a service-oriented government and promote the quality and efficiency of government affairs.Therefore,this paper takes the non staff of Wuxi Economic Development Zone as the research object.Firstly,this paper analyzes the current situation of the performance appraisal of the non staff in Wuxi Economic Development Zone,introduces the organizational structure and personnel structure of Wuxi Economic Development Zone,and the current appraisal opinions;secondly,through the questionnaire survey and interview analysis,it is found that the current appraisal methods have poor incentive effect Secondly,the paper studies the performance appraisal system of temporary employees in the United States and Germany,and the performance appraisal system of Shenzhen Xin’an street,Chengdu high tech Zone and Xishan Development Zone Finally,based on this,the paper puts forward the countermeasures to improve the performance appraisal of non staff personnel in Wuxi Economic Development Zone,including establishing the correct concept of performance appraisal,improving the performance appraisal methods based on quantitative diversity,designing the performance appraisal process based on procedural norms,and using the reasonable and appropriate performance appraisal results.The research process is divided into three stages.At the beginning of the research,the literature research method is mainly used to master the current research status and achievements of the performance appraisal of the staff both at home and abroad,as well as the excellent experience of the performance appraisal of the staff employed at home and abroad,through the collection of books,newspapers,magazines,Net and the relevant documents of the government departments.In the middle of the study,Through the analysis of the specific practice of performance appraisal of non staff in the Development Zone,the existing problems are found,and the causes are analyzed in depth,and the corresponding targeted and feasible countermeasures and suggestions are put forward.In the later stage of the study,the comparative research method is used,on the one hand,to compare the performance assessment of civil servants and non staff members of the grass-roots government,on the other hand,to compare and analyze the advanced experience of performance assessment of some domestic regions or departments,and to put forward the feasibility suggestions of establishing standardized and perfect performance assessment of non staff members of Wuxi economic development zone. |
