Research On The Grid Management Of Xianlin Street In Nanjing

With the improving of the national governance and the governance ability of modernization advancement speeding up unceasingly,the grid management is becoming the transformation government function,improve the service efficiency of the key.The widespread implementation of grid management is not only the internal requirement of constructing service-oriented government,but also the inevitable direction of community construction and residents' service.Based on this,this article carried out research on the grid management of Xianlin street in Nanjing city,which is a national model of grid governance.On the basis of field research,department visits,literature reading and other methods,this paper adopts the form of questionnaire to conduct a difference questionnaire survey on the managers and audiences of Xianlin street grid management,and through the description and comparative analysis of the survey results,it focuses on the problems existing in the grid management and their causes.Five problems,namely,the defects of the evaluation mechanism under administrative leadership,the pressure on the grassroots caused by full functional coverage,the difficulty in training caused by unclear funds,the ambiguity of rights and responsibilities caused by unclear boundaries,and the potential security risks,are concluded.This paper analyzes the characteristics of Beijing Dongcheng model,Shanghai Changning model and Zhejiang Zhoushan model,combines the seamless government theory,service-oriented government theory and refined management theory,and seeks the optimal path of Xianlin street grid management.One is from the transformation government function,improve efficiency;Second,perfect the system support,clear division of duties;Third,improve skills training and establish a long-term mechanism;Four is aggregated governance resources,cultivating autonomous power.
