Research On Grid Governance Of Xianlin Community In Nanjing

Social contradiction is the logical origin of system innovation.With the accelerated pace of China's economic system transition,social structure transformation and the continuous progress of urbanization,communities have gradually become an important field of modern social life.As a result,a large number of social contradictions have accumulated at the community level,which has become an uncertain factor affecting community development.Therefore,effectively solving the dilemma of community development has become the main task of China's community construction in the new era.The report of the 19th CPC national congress proposed to strengthen the construction of community governance system and promote the social governance center to move down to the grass-roots level,which shows that the government encourages social management to move towards social governance from a strategic development level and emphasizes community governance as the grassroots implementation path of social governance.Urban community grid governance is a model innovation of community governance.It brings the government,citizens,social organizations and other governance subjects into the grid governance unit,integrates and optimizes the grid governance resources through the continuous interaction between multiple subjects supported by modern information technology,so as to achieve the governance goal of public interests.In the exploration of grid governance in various places,Xianlin community in Nanjing implements a grid-oriented governance practice with the main content ofmultiple linkage and service first".Through the three-level grid structure,the community can be fully covered and the street departments as well as party organizations can be reorganized and embedded into the grid to assume the governance responsibility.Ten-task linkage mechanism can be used to share the governance responsibility among the multiple subjects.Meanwhile,multiple subjects are encouraged and absorbed to participate in the community service.Xianlin community grid governance makes the relationship in the party and the mass cadres in the community closer,effectively alleviates the conflicts in the community,enhances the cultural identity of the community,and meets the residents' needs for a better life.However,there are still many problems in Xianlin's practice and there is still a distance to build the model of Xianlin.The specific problems are the lack of community autonomous space,the heavy burden of grid leaders,the excessive dependence on manpower,low efficiency,and the difficulty of external supervision.The reasons for these difficulties are mainly due to the strong administrative color of grid,the overlapping of old and new management systems,the unsound evaluation mechanism and the insufficient application of information technology.In order to optimize the grid governance of Xianlin community the fundamental purpose of grid should be firstly clarified,that is,the grid service function should be clarified.On this basis,a government-led multi-grid service governance system should be built by optimizing the grid governance framework.Secondly,the effectiveness of grid governance can be enhanced through further improving the training assessment,supervision and evaluation system.Multiple governance forces should be cultivated to encourage social organizations,street units and residents to participate in community governance,so as to expand the scope of community autonomy;expand the source of grid funds and arrange the allocation of funds reasonably;guarantee the long-term effect of grid governance.Finally,Xianlin community should make full use of modern information technology,optimize and upgrade the information platform,rely on the development opportunity of smart city and smart community to develop the road of grid governance.
