Children are the key period of art learning.With the improvement of people's material living standard and spiritual and cultural level,"having a talent" has become an important demand of children in China.According to the public data,as of 2016,the domestic children's art training market scale has exceeded 300 billion yuan.In particular,with the full liberalization of the two child policy in 2016,it has brought important development opportunities for the children's art training industry.With the rapid development of children's art education industry,a series of problems have arisen,such as disorderly charging,high price charging,disorderly class opening and vicious competition.One of the reasons is the government regulation failure of the children's art education industry market.Basically speaking,children's art education industry is an economic activity,which allocates resources by the market,but at the same time,it can not do without the guidance and support of the government.Especially in the early stage of development,the role of the government is more prominent.In the face of the rapid development of children's art education industry,the analysis of government regulation in the development of children's art education industry has become the focus of children's art education.However,previous studies on the government regulation of children's art education industry are very few,and the existing problems are simply stated phenomenon,and there is no in-depth analysis and exploration.The products of children's art education industry have the characteristics of "quasi public goods".The market mechanism can not always reach the perfect state,and there are various causes of failure.Therefore,while using the "invisible hand" function of the market,playing the government's "visible hand" function can correct the market failure,effectively provide children's art education products and eliminate children's art Education inequality and other issues are crucial.The government plays an irreplaceable role in correcting market defects,ensuring the efficiency of children's art education,adjusting the inequity of children's art education,overcoming the unbalanced development of children's art education,controlling the arbitrary charge of children's art education,and promoting economic growth and social stability.By formulating relevant laws and regulations on children's art education,the governmentmaintains fair and orderly competition in children's art education,provides a good institutional environment for the effective operation of children's art education market by defining property rights and administrative rights,realizes the fairness of income distribution through transfer payment,and compensates for the externalities of children's art education,so that the children of poor families can receive art The right to education.Government regulation can effectively correct the market failure that the market mechanism itself is difficult to overcome,and effectively promote the development of children's art education industry.Based on the investigation of Qidong art education industry,this paper analyzes the current market failure problems,and then puts forward suggestions to promote the healthy development of art education industry by using the government regulation theory.It can provide certain reference and reference for the industrial and commercial administrative departments,cultural departments,education administrative departments and other relevant regulatory departments in formulating the regulations,rules and policies of art education institutions,and further promote the scientific and healthy development of China's art education industry.
