A Research On Synergy Of Enterprises And The Government In The Supply Of Aged-care Service

In 1990’s, China entered the population aging society, which is known as "Silver Wave". At the same time, with the family structure miniaturization, traditional family supporting model for the elderly are hard to meet the demand for our country’s aged service. The government has been facing huge challenges. On the one hand, the demand for pension service is rising, which is also increasingly diversified development. On the other hand, the supply capacities lags behind the needs. Traditional second part and third part have their own plight when supplying aged service. So it is badly in need of a new supply model, such as synergy between government and social enterprise. It is helpful to supply the aged-care service.The theory of cooperative governance provides a theoretic framework for the cooperation between government and other sectors in aged-care service. It emphasizes the equal interaction between different sectors. The government and other departments equal decision-making, joint consultation, reach the optimization of pension services and the ideal mode is synergy. The government makes pension policy and rules, raise funds, supervises and evaluates the service performance. Other sectors also make policy together and provide the service directly.Studies show that market, on behalf of the second department, in the supply of aged-care service has strong profit driven. Non-profit organizations, as representatives of the third sector, generate organization survival resources dependence in the process of cooperation with government. So they are difficult to achieve synergy. Under the background of the oil crisis at the end of 1970’s and the welfare system reform in 1980’s in the Western countries, social enterprises are developing, as a new charity mode. It makes use of commercial means to fulfill social purpose, which not only breaks the deadlock of government and market, also breaks the plight of voluntary failure. Recent years, social enterprises have been developing in China. This paper selects "Zai shui yi fang" pension program for the analysis object, whose cooperation subjects are "Zai shui yi fang" Pension services group and Shangcheng district. In this paper, make use of the way of political anthropology and conduct field research. "Zai shui yi fang " is a social organization registered as private non enterprise, at the same time, it makes use of business way to gain profit which is not for shareholder dividends, but for extending reproduction of public welfare. It is not registered with social enterprises, But it has the nature of social enterprise. Cooperation of the two have produced high quality and low cost aged-care service, and reached synergy. This paper analyzed the cooperative background and motivation, cooperation process and forms, operating mechanism, utilities, cooperation experiences and problems. This paper under the theory of cooperative governance, from three aspects puts forward the cooperative path which can achieve synergy of aged service:improve the legal protection of social enterprises and the government in the cooperation of pension service, attract and cultivate the professional talents of social enterprises in the aged-care service, and improve the cognition of the public to the social enterprises.
