Urban Family Community Service Issues

Traditionally, the aged is mainly supported by household in China. However, with the development of economy and society, on one hand, household structure deeply changed, and the function of elders'home supporting gets weakened, on the other hand, elders supporting social agency has various problems, such as high cost, insufficient facilities and professional workers. Under such a circumstance, community elders care are more and more needed, and it makes sense that perfecting home-based care for the aged community service which is home focused, and is guaranteed by government supporting, society participation, and market operation. This paper takes the aged care in Beijing as an example. Basing on Beijing aged population survey and "R" community service for the aged care investment, it analyses the demands and current condition of community service for home-based the aged care, further, it finds out the factors restricting home-based the aged care community service development. Considering related foreign experience, the paper gives suggestions on perfecting community service for home-based the aged care.This paper includes six parts. Part I, Introduction. This part introduces background and importance of the research, defines some basic conceptions, reviews ago documents, and tells research methods. Part II, Community Service Thesis Analysis. Part III is the main part of the paper. It deeply analyses the demands and current condition of community service for home-based the aged care, further, it finds out the factors restricting its development. Part IV introduces foreign experience and its help for China. Part V, Suggestions. Part VI, Conclusion.
