At present,the concept of refined governance has been deeply embedded in the research of urban governance in China.As a new concept of governance,it is a reflection and Transcendence of traditional extensive and sports governance.It is through the innovation of governance system,policy and technology,and the comprehensive use of market,law,administration and technology,to finally realize the synergy,humanization and standardization of urban governance And intelligence.As an important transportation hub and tourist attraction,the Nanjing Railway Station·Xuanwu Lake surrounding region has a strong public space attribute.In recent years,the management department of the area has been people-oriented,integrating "governance" into "service",actively exploring new ways of refined governance,improving the establishment of joint service linkage management mechanism,building grid management mode,and striving to optimize the overall appearance of the area Environment,as a whole,the region is safe and orderly,the environmental quality and urban quality of the region have been greatly improved.However,with the rapid development of high-speed rail and the increase of the number of private cars and online car hailing,the infrastructure and management means in this area have been unable to meet the urgent needs of refined management and quality service improvement.Through the questionnaire survey and a large number of interviews,the author found that the hardware facilities investment in the region is insufficient,the environmental quality is not high,the degree of intelligence and standardization is not enough,the participation of multiple subjects is not enough,and the effect of joint law enforcement is not ideal.After analysis,there are many reasons behind it.There are environmental reasons.The basic situation of this area is complex,including stations,squares,parks,streets,business districts,etc.Meanwhile,it is faced with multiple groups of people,and the traffic and infrastructure are not perfect.There are also institutional and mechanism reasons.The functions of the management areas in this area are intersected,and the multi management leads to the prominent contradictions among the sections The legal basis is insufficient,the system and mechanism are imperfect,and the comprehensive law enforcement is not guaranteed.In view of the governance problems faced by the two advanced governance regions,Nanjing South Railway Station and Hangzhou east railway station,the author believes that the region should accelerate the reform of institutional functions,build scientific and effective management rules and regulations,improve the establishment oftimely and effective internal and external coordination mechanism with clear responsibilities and collaborative interaction,comprehensively optimize and upgrade the supporting facilities in the region,and at the same time,with the help of modern technical means,We should promote refinement with standardization and wisdom,explore a scientific,efficient and sustainable new way of governance,and finally achieve the goal of "good governance".
