Research On The Cooperative Mechanism Of Multiple Subjects For China Social Assistance In The New Era

The issue of people's livelihood is the biggest problem in national construction and development.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Xi Jinping at the core has put the improvement and development of people's livelihood first.General Secretary Xi Jinping pointed out in the report of the 19 th CPC National Congress that socialism with Chinese characteristics has entered a new era.In the historical context of the new era,new changes have taken place in the external environment for the development of people's livelihood,and the development of social assistance in China is also facing new challenges.Vague understanding of the concept of social assistance,inadequate protection of the bottom line,insufficient professionalism of handling agencies and personnel,excessive gaps in urban and rural security,and inadequate assistance legal systems have seriously hindered the development of social assistance in China.Social assistance,as a basic system in China's multi-level social security system,shoulders the great responsibility of holding the bottom line of people's livelihood development.Therefore,we must further improve our social assistance system and establish a comprehensive social assistance system.In view of the fact that social assistance involves multiple subjects in the process of construction and development,research on the cooperative mechanism of social assistance for multiple subjects has also become the key to the development of China's social assistance system.However,in the new era,there are still some challenges and problems to realize the collaborative governance of multiple subjects of social assistance.In the external environment,it is mainly manifested in the historical changes in the development of people's livelihood and the complicated forms of poverty governance.Due to the transformation of the principal social contradictions,the development of people's livelihood,the structure of people's livelihood needs and the elasticity of people's livelihood security have all undergone a transformation.At the same time,with the continuous development of the economy and society and the approaching of the "post-eradication" era,a new situation has emerged in poverty governance.The problems of absolute poverty and relative poverty,single-dimension poverty and multi-dimension poverty,and the poverty of special vulnerable groups have complicated the situation of poverty governance in China.In the multi-subject of social assistance,there are also some problems in the process of participating in the development of social assistance,which need to be clarified and solved urgently.In terms of the government,the development of social assistance has been seriously affected by the vague definition of responsibilities between the central and local governments,the lag in the legislation of social assistance,the need to strengthen the government's capacity building,the overall planning of urban and rural social assistance and the lack of coordination among all parties.The shortage of the scale of enterprise donation and the low efficiency of the use of donations are prominent problems.The problems of insufficient funds for the operation of social organizations,immature internal operation and credibility and recognition also seriously hinder the development of social organizations themselves.In addition,the gradual decline of family security and individual participation in social assistance and other issues also affect the realization of multi-subject collaborative governance of social assistance.In view of this,this article takes the new era as the development background,sorts out the historical evolution of our country's social assistance,and analyzes the external and internal challenges of the multi-subjects of our country's social assistance.At the same time,on the basis of learning from the social assistance practice models in the United States and Chile,it puts forward policy recommendations for establishing a multi-subject coordination mechanism for social assistance in China.First,establish the concept of social assistance with the cooperation of multiple subjects.Second,improve the role of various subjects in social assistance.Finally,build a new type of cooperative relationship and integrate rescue resources.
