Research On The Role Of Government In Agricultural Socialization Services In Jiangsu Province

With the development of economy and society and the deepening of urbanization,more and more rural people have settled down in cities,and the number of rural population has decreased dramatically.Who will plant the land in rural areas has become a new problem in agricultural development.On the other hand,due to the particularity of rural development in China,small-scale farmers still occupy a large proportion in rural areas,so they can not fully apply the European and American model to develop large-scale agriculture.Therefore,to develop social services for small and medium-sized business entities such as small farmers,and to achieve appropriate scale operation of agriculture has become the focus of government work.Since the 19 th National Congress of the Communist Party of China,China has put forward new requirements for the implementation of the Rural Revitalization Strategy,put the development of agricultural socialized services in a prominent position,make agricultural production more in line with the requirements of modern construction,and protect the fundamental interests of farmers.The competent agricultural departments of governments at all levels also actively explore to promote the orderly transfer of contracted land as the starting point,give full play to the advantages of agricultural socialized services,provide farmers and new business subjects with all-round and diversified services before,during and after production,and create a "full trust" Modern Agricultural Service model.Practice has proved that the development of agricultural socialized services has greatly promoted the moderate scale operation of agriculture,and improved the utilization rate of environmental resources and agricultural efficiency.However,due to the widespread market failure,only relying on market regulation can not meet the needs of agricultural development,the government departments should play a "visible hand" management role,only in this way can we build an effective market and government model.In the process of agricultural socialization,the role of the government is still unreasonable to some extent: the government has not taken effective measures in some urgently needed support in the development of social services,but has interfered too much in some aspects that can be regulated by the market.All of these will lead to the government's failure to play a full role and affect the development of agricultural socialized services.It is not difficult to find that many scholars have studied the category of government functions by consulting relevant literature,but there are few researches on the field of agricultural socialized services,which need further research.On the basis of mastering the existing literature,this paper focuses on the field of academic deficiencies,aiming to study the role orientation of the government,clarify the deviation of the current role of the government and the solution path,and put forward relevant suggestions for the better development of agricultural socialized services.This study takes Jiangsu Province as an example,through analyzing the process of agricultural socialized service in Jiangsu Province,on the basis of grasping the basic situation of local agricultural socialized development,analyzes whether the government departments as macro regulators have played an important role in guiding,and whether there are problems of misplacement,offside and absence in the work,and discusses in-depth from two aspects of external constraints and internal constraints What causes the problem.In addition,this paper also compares and draws lessons from the experience of agricultural socialized service management in Holland,Japan and other countries,as well as the experience of promoting agricultural socialized service in Shandong,Hunan and other places in China,from which we can get the Enlightenment of developing agricultural socialized service in the new era.At last,the paper puts forward a reasonable positioning of the role of the government based on the relationship between the government and the market,giving full play to the macro-control role of the government,avoiding the impact of the role deviation of the government such as dislocation,offside and vacancy on the process of agricultural socialized service,and realizing the complementary functions of the market and the government,as well as the sound development.
