Third-party Evaluation Research On Venture Philanthropy

In recent years,with the continuous transformation of social economy and the prominent social problems,the government has become more and more fond of social organizations,and the government has entrusted social service functions to social organizations through the purchase of public service projects,and social organizations,by virtue of their own professional advantages,can provide professional social services,and play an important role in solving social problems.Public interest venture capital is a new form of government innovation in social governance and social organization.On the one hand,public interest venture capital is developing all over the country,gradually becoming the focus of scholars' attention,but on the other hand,public interest venture as a new thing,its operation process will inevitably have some questions Question,in order to promote the better operation of public venture capital,the need to introduce third-party evaluation.Although there has been some development in the third-party evaluation of public venture capital in practice,scholars' research on third-party evaluation of public venture capital is very limited,so this paper takes the third-party evaluation of public venture capital as the perspective to explore the operation mechanism and existing problems of third-party evaluation of public venture capital in order to promote the third-party evaluation of public venture capital to run better.This paper takes the third-party evaluation project of w public interest venture capital of Nanjing public interest venture association as an example,through the literature analysis method and the in-depth interview method,the research found that the third party evaluation of public interest venture capital in Nanjing city has a relatively mature evaluation process,from the early stage of evaluation to the final stage of evaluation to the later stage of evaluation,there are corresponding evaluation contents and evaluation methods.However,the third-party evaluation will also have some problems in the process of evaluating public venture capital projects,such as the legal system of third-party evaluation.In view of the imperfections,the excessive government intervention and management of the third party evaluation,and the problems of the third party evaluation itself,this paper analyzes the reasons from the perspective of the government and the third party evaluation organization.Finally,based on the analysis of the above problems,in order to better promote the development of third-party evaluation of public venture capital in China,this paper puts forward the corresponding countermeasures from the legal system,the government and the third-party evaluation organization.
