A Study On The Reform Of The Graduate Enrollment And Examination System In China

Graduate education is on the top of education system.Its quality is related to the realization of strategy of invigorating China through science and education and the improvement of China's international status.In recent years the situation of Graduate enrollment has changed tremendously. The growth rate of enrollment is 22%every year on average.The number of graduates registered is 1,200,000 in 2008.With the increasing quantity of students,contradiction between quality and quantity is increasingly apparent.So the key to the graduate education is how to ensure the quality of graduate education.While to select the Pre-talents is the Precondition of the being talents, selecting what kind of person to enter the stage effects the quality of graduates.The graduate Enrollment and Examination System has relations with the quality of graduate students directly and the development of the whole graduate education.This thesis reviews the history of the graduate Enrolhnent and Examination System,since the reform and opening-up policy for 30 years.It makes use of literature studying,historical materialist methodology,comparison methods and so on,with a historical review of the system.The author finds the following problems in the system:Organization and operation,examination time, examination content,retrial,enrollment and so on.By analyzing these questions and learning from the Graduate Record Examination system in Hong Kong and American,The author has found out the aim,and the feasibility about the reform.In the last,the interrelated reform advice is proposed.The series of problems in the system of the graduate enrollment and examination have obstructed these universities to unleash their right autonomy and to select the outstanding talented persons,as well as have affected the quality of graduate education.The thesis attempts to propose some reform advice in connection with these problems:to establish specialized exam agencies;to hold the graduate foreign language level examination for a qualifications examination;to implement flexible "the application for admission" system;to perfect Unified fee system and cancel the division at public expense or at one's own expense,to implement the way of combining scholarship and stipend systems in China;to set up and complete all related policy of statute and law,as well as supervision measures,in order to carry out transparent project,and perfect scientific assessment mechanism simultaneously.
