The Analysis Of Text On The Quality Policy Of Higher Education About Reform And Opening For 30 Years

The quality policy of higher education is a major part in the higher education policy, which is the standard of training in higher education to a country or government. In this research, the quality policy of higher education is the all kinds of statutory documents to stipulate the quality standard in higher education, which was published by the national people's congress, central committee of CPC, central government and related department.In the base of collecting arranging and inspecting the higher education quality policy text, we understand the specific content and development of higher education quality policy from resume rebuild (1978-1984) stage, adjust transform(1985-1998) stage and all-round development(1999-2008) stage. In the view of policy analysis, it make a summarizing to the context of higher education quality policy. Then analysis the quality policy text of higher education through politics value, economy value and individual value, prospective essential text behind the policy text---policy target and value orientation. It analyze undergraduate teaching evaluation policy according to politics value, economy value and individual value. As a result, on the one hand,undergraduate teaching evaluation policy reflect politics value and economy value, on the other hand,it is deficient in individual value for subject of evaluate, criterion and quantitative analysis, etc.The policy text is the superficial phenomenon and total document of higher education quality policy. We accord to the policy superficial phenomenon to analysis essential of policy text, which is developing of the value orientation and quality view in higher education, because the value orientation determine the quality point, quality view affect the policy drafting, implement, assess and feedback of quality policy. As last, we propose developing tendency of higher education quality policy in the value orientation, policy system and legislation ensure. Through analysis the policy's phenomenon and essential, we expecting to provide the consulting for the reform in higher education quality policy.
