As the country strongly advocates quality education and negative policy,primary and secondary schools have reduced students' school time in school,the after-school hours are lengthened,it has caused the rapid “heating” of education for primary and secondary school students.Tutoring is the second major class after the school education,its existence and development have been recognized by many parents and students.However,the current tutoring education is diverse and mixed,as more and more media reports on parents and students' rights to participate in remedial education have no right to defend their rights;some of the tutorial education has gone missing,we can't help but think that the development of education is behind the development of education,there are a lot of problems to be solved,and the market of tutoring education is in urgent need of regulation.Therefore,it is of great practical significance to study and analyze the tutoring education of primary and secondary school students,it is not only possible to control the chaos of the education market,to provide better service for parents,provide theoretical basis for the formulation of education policy.This study is divided into four parts.The first two parts are the introduction and the necessity and reality of the schooling education for primary and secondary school students.In the third part,the author uses interviews and observation methods to study three representative extracurricular education institutions in Yangquan,the study found that there were some problems in the three educational institutions,the more serious problems come from the tutorial institutions themselves,because these tutoring institutions are private,the fee standard is not uniform;in addition,there is a big gap between advertising and reality;there is no specific plan for the management of teachers and students.The external problems mainly include the government,the school,the society and the family,the entrance threshold of the government department is low and the main body of the school is confused;the supervision department is not in place,the rights and interests of the students and parents are not guaranteed.In view of the problems found in the interview survey,the author puts forward the following suggestions.It is suggested to elaborate on the following five aspects,first,the government departments should formulate and improve laws and regulations for primary and secondary school education,establish a "negative list" system and joint supervision mechanisms of various departments,establish information communication platform to make the information of education transparent;the school should improve the quality of teachers and standardize the teaching behavior of teachers;the society should increase propaganda and improve the public awareness of supervision;in terms of family management,parents should set up the correctconcept of education;and according to the characteristics of the children's rational choice of guidance class;the education institution itself,the operators should correct the management concept and gradually improve the internal management system of the remedial education institutions.
